By instructions of Ministry of Education, as well as a response to current development of juvenile substance abuse problems, CCU Education Center of Substance Abuse Prevention and Taiwan Society of Substance Abuse Prevention hosted “2020 Juvenile Substance Abuse Prevention and Counseling Seminar” at Auditorium of National Chung Cheng University on 20&21 October 2021. We were honored to have Ping-Cheng Lo, Minister of State, Executive Yuan (substitute by Chang-Hui Chan, Deputy Director, Department of Legal Affairs, Ministry of Justice), as panel speaker for “New Generation Anti-Drug Strategy 2.0.” Meanwhile, we had Ta-Jen Tu, Chief Prosecutor, and Hui-Chen Ku, Prosecutor, Taiwan High Prosecutors Office, as panel speakers about current situations, procedures and school cooperative responsibilities of anti-drug activities on campus. Moreover, for up-to-date global situation, cause of trend, and legalization controversy of Marijuana, we invited Shih-Lung Yang, Chairman, Taiwan Society of Substance Abuse Prevention, for the panel session. The seminar focuses on “Juvenile Substance Abuse Prevention Measures and Counseling Method.” We invited several professors from Department of Criminology, National Chung Cheng University, to host panel sessions regarding current situation and prevention measures of juvenile substance abuse in Australia, Japan, Singapore and European Union, etc. We expect to take prevention strategies from other developed countries as example and reference for designing countermeasure of juvenile substance abuse prevention in Taiwan. There are multiple papers of empirical study of juvenile substance abuse prevention of local Taiwan published at this seminar. We also invited several Taiwanese scholars and substantive experts in the filed of substance abuse prevention for panel discussions, in the expectation of studying topics of juvenile substance abuse in different aspects, and provide such information to government sectors as a reference to implement current responding policies. Shih-Lung Young, Distinguished Professor, Chief, Crime Research Center, and seminar convener, states, “This seminar invited over 250 people to participate from every city and county all over Taiwan, including substance abuse centers, off-campus life association counselors, education bureaus, juvenile delinquency prevention brigade of police stations, juvenile correction schools, psychologists at addition centers, social workers, court ordered juvenile probation officers, investigators, school security staff, and school counselors, etc. A brainstorming session between interdisciplinary academic and cross-public-sector experts took place at the seminar. It is beneficial for building consensus and elevating proficiency of substance abuse prevention.
